The appointments are: Jan Thomas, executive director, system development; Emma Rowland, executive director, performance and delivery; Professor Ramani Moonesinghe, deputy national medical director; and Steve McManus, interim chief executive, NHS College of Leadership and Management.
Thomas, who is currently chief executive of Central East ICB, joins on secondment and will continue in her ICB role part-time. She takes on responsibility for the system architecture portfolio and direct commissioning responsibilities for specialised services, health and justice, and armed forces health services.
Rowland is a consultant in emergency medicine and has been chief operating officer at Homerton Healthcare NHS Foundation Trust since 2023. She is NHSE's national clinical lead for urgent and emergency care and also joins on secondment and will be part-time from July, increasing to full-time from 1 August. She will be responsible for delivery priorities, overseeing NHS performance through a single line from ministers to regions.
Prof Ramani has been NHSE national clinical director for critical and perioperative care since 2020. She takes on responsibility for modern service frameworks and clinical leadership.
McManus joins the NHS College of Leadership and Management after a decade as chief executive of Royal Berkshire NHS Foundation Trust.
