Two trusts removed from national maternity investigation

Shrewsbury and Telford Hospital NHS Trust (SaTH) and Leeds Teaching Hospitals NHS Trust have been removed from the National Maternity and Neonatal Investigation.

SaTH is the subject of an investigation that was initiated by West Mercia Police in June 2020 while the trust was being reviewed by Donna Ockenden who found catastrophic failings in a report published in 2022.

In June 2025, West Mercia Police announced it was to begin interviews of current and former staff as part of an investigation into maternity services at the trust.

A separate independent inquiry has also been launched into maternity and neonatal services at Leeds Teaching Hospitals following a Government announcement on 20 October.

A review of maternity care provided by maternity units at Leeds Teaching Hospitals NHS Trust's Leeds General Infirmary and St James's Hospital made 101 improvement recommendations in July 2025.

The National Maternity and Neonatal Investigation led by Baroness Amos, was announced in June 2025 by health and social care secretary Wes Streeting.

The 14 trusts investigated by the inquiry were revealed in September.

A spokesperson for the National Maternity and Neonatal Investigation said: ‘Baroness Amos has removed two NHS trusts from the list of local NHS trust investigations for the Independent National Maternity and Neonatal Investigation. Leeds Teaching Hospitals NHS Trust has been removed due to the separate maternity inquiry announced by the secretary of state.

‘Shrewsbury and Telford Hospital NHS Trust has been removed following recent discussions with West Mercia Police about the detail and schedule of their ongoing investigation. Families in Shropshire and Leeds will still be able to contribute to the investigation through the call for evidence.'
