Scottish Greens promise one GP per 1,000 people

The Scottish Greens have promised to boost GP numbers to one in per 1,000 in their manifesto for the Scottish Parliament election on 7 May.

The manifesto also commits to increase NHS staffing, raise pay for resident doctors and social care workers, increase mental health spending (including rolling out a network of free mental health support hubs) and deliver more care in the community.

In its analysis, the Institute for Fiscal Studies (IFS) said the GP pledge amounted to ‘a very large increase indeed' given that Scotland had around 0.65 GPs per 1,000 people as of March 2025.

In addition, the IFS said changes aimed at improving access to care and aiding recruitment and retention would not come cheap.

The research institute said the Scottish Greens had costed the increases to GP numbers at just over £400m a year with a £15 minimum wage for social care costing an additional £250m a year (although the additional amount to existing plans would depend on how quickly wages are increased to this level).
