Dr Holland, who replaces Grant Macdonald after his retirement, was recently chief executive of Tavistock and Portman Foundation Trust, which was acquired by North London Foundation Trust in April.
Dr Holland said: ‘I am thrilled to be joining Oxford Health and already have a strong sense of the passion and dedication of colleagues across the organisation.
‘My first priority will be to listen, learn and understand what matters most to our staff, patients and partners so I can build on the strong foundations already in place across Oxford Health.
‘I look forward to visiting services and meeting my new colleagues over the coming months.'
Andrea Young, chair of Oxford Health NHS Foundation Trust, said: ‘I am delighted to welcome Michael to Oxford Health.
‘His deep experience, insight and commitment to public service will be a tremendous asset to the trust.
‘I look forward to working closely together and know colleagues across Oxford Health will join me in welcoming him to our team.'
