Leicester, Leicestershire and Rutland and Northamptonshire ICB cluster approved

NHS England and the Government have approved an ICB cluster covering Leicester, Leicestershire and Rutland, and Northamptonshire.

The move is part of a national move to bring together ICBs into 26 clusters across England, down from the current 42.

Toby Sanders, joint chief executive of the Leicester, Leicestershire and Rutland and Northamptonshire ICBs said: ‘Our systems have a proud history of partnership working and by building on this, together with our staff, partners and communities across both systems, we will be able to meet the challenges ahead. This new chapter for integrated care boards is a real opportunity for us to take the system and neighbourhood developments of the last few years and make a lasting difference to health outcomes now and for generations to come.'

Sanders was previously chief executive for Northamptonshire ICB and prior to that Northamptonshire and West Leicestershire clinical commissioning groups.  He became interim chief executive for Leicester, Leicestershire and Rutland ICB, alongside his Northamptonshire role, on 1 July 2025.

Anu Singh, chair of Black Country ICB, has been announced as the chair of the new cluster.
