Fisher was suspended as a ‘precautionary measure' in December 2025 while the internal investigation was carried out.
In a letter to colleagues today seen by HM, Fisher said he would ‘not be resuming my role in a substantive way', as he had previously announced his decision to retire at the end of this month.
An NHS Greater Manchester spokesperson said: ‘Mark Fisher, chief executive of NHS Greater Manchester, has been away from work while a whistleblowing concern was reviewed. The process has now concluded, no further action is being taken, and he is free to return to work. Mark had, however, already confirmed his intention to retire at the end of March after a long career in public service. Given the proximity of his retirement, he will not be resuming substantive leadership duties in NHS GM.'
Professor Colin Scales will continue as acting chief executive while arrangements are made for appointing a substantive successor.
Fisher told colleagues he will be moving on to a portfolio of non-executive work and other interests.
