Research reveals 42% drop in ICB CHC spending

Research carried out by Winston Solicitors has revealed a 42% drop in CHC spending by ICBs in 2023/24 compared with 2022/23 estimates.

The research following FOI requests found some ICBs allocated more than four times as much per year as others.

James Urquhart-Burton, head of CHC at Winston Solicitors, commented: ‘These differences raise serious questions about equity and access to care. It's more important than ever for individuals and families to have expert support when navigating this system, especially in areas where funding appears constrained.'

NHS North East & North Cumbria ICB had the highest spend of approximately £382.6m allocated in 2023/24. NHS Somerset ICB spent the lowest with £53.4m, although these figures do not take into account population size. NHS North East & North Cumbria ICB serves a population roughly six times larger than NHS Somerset ICB. 

The FOI requests also revealed inconsistent use of the Fast Track pathway, the statutory route for patients who are approaching the end of life and require care to be arranged within 48 hours, with several ICBs reporting no spending.
