The online Maternity Outcomes Signal System (MOSS) analyses routine data recorded by maternity ward teams and raises alerts of any safety issues that require attention.

Health and social care secretary Wes Streeting said the early warning system was a ‘key step we are taking to improve maternity care'.

The secretary of state announced a national investigation into maternity services following a series of investigations into poor practice in June.

Concerns were voiced by the Health Committee last month, however, after news the investigation's call for evidence had been delayed to January 2026.

NHSE said MOSS would have helped avoid serious incidents at maternity units, including those at East Kent, Shrewsbury & Telford, Leeds and Nottingham.

The data and signals will be visible at a trust, ICB, regional and national level.

National health chiefs have also told hospital executives to raise safety issues identified by MOSS at their public board meetings.
