Fenech has worked across the NHS for more than 40 years.
She joined HNS Humber and North Yorkshire ICB at its inception in 2022 from NHS England and NHS Improvement where she held national roles, including director of nursing: specialised commissioning and director of the Quality Improvement Taskforce for Children and Young People's Mental Health, Learning Disability and Autism Spectrum Disorder services.
Since 2005, Fenech has held several executive director roles for NHS Trusts and NHS foundation trusts, across nursing, quality, performance, and improvement portfolios.
Jason Stamp, chair of NHS Humber and North Yorkshire ICB, said: ‘Teresa's appointment reflects the strength of her leadership over the past nine months, balancing the delivery of our current plan along with our transition into a strong strategic commissioning organisation from 1 April 2026.'
Fenech said: ‘My priority is to work in close partnership with our NHS providers, local authorities, the voluntary sector and our communities to reduce health inequalities and ensure people receive high-quality, compassionate care when and where they need it.
‘By empowering our colleagues and partners and using our resources wisely, we can deliver meaningful improvements in health outcomes and create a health service that is fit for the future.'

‘Her leadership will be instrumental in shaping a resilient and forward-looking integrated care board, capable of responding to ongoing pressures while maintaining a sharp focus on strategic commissioning and improving outcomes for local people.'
