Speaking today during the National Children and Adult Social Conference in Bournemouth, Kinnock said the Casey Commission was the ‘last chance' to get social care reform right.

Kinnock said: ‘There are forces of darkness and division waiting at the gate and if we don't get this right between now and 2029 those forces will push through the gates and we will see the collapse of the National Health Service.

‘We will see a transition to a privatised health insurance system where they check your purse before they check your pulse and we will be in a very challenging position.'

The minister said the Government was ‘drawing a line under the failures of the past by laying the foundations of a National Care Service built on three objectives: greater choice and control; joined up neighbourhood services; and a higher quality of care'.

Kinnock revealed he will be announcing details of Better Care Fund reforms alongside the Government's approach to neighbourhood health later this year.

He added he will shortly be providing details on expectations and priorities for local authorities with regards to paving the way for delivery of the National Care Service.
