The ICBs have clustered together as part of a national requirement to reform NHS commissioning.
Sullivan has 37 years of experience working in the NHS and is currently the chief executive of Nottingham and Nottinghamshire ICB.
She said: 'Although my background is in Nottingham and Nottinghamshire, I am committed to focusing my time on the whole cluster area and I am really looking forward to working with colleagues across the patch as we take forward the ambitious programme of reform for the NHS.'
Dr Kathy McLean, chair designate of Derby and Derbyshire, Lincolnshire and Nottingham and Nottinghamshire ICBs, said: 'Amanda has a wealth of experience in senior leadership, commissioning and system transformation. I am confident she will be the driving force we need to deliver improvements for our population across our area. Her frontline clinical background will also be a key asset as we move forward in delivering neighbourhood health.'
The appointment was made by chair designate Dr Kathy McLean and the NHSE Midlands regional director Dale Bywater.
